उत्तर प्रदेश शासन ने 31 मार्च 1948 को जिला आपूर्ति कार्यालय को पूर्ण रूप से समाप्त कर दिया था। इस विभाग के बन्द होने से शासन की आय में कमी आने की आषंका थी। इसीलिये अपनी आय के स्त्रोत बढ़ाने हेतु उत्तर प्रदेश शासन ने 1 अप्रैल 1948 से उ0प्र0 बिक्री कर अधिनियम 1948 लागू किया था। इस अधिनियम के अनुसार प्रदेश के अन्दर बिक्री पर व्यापारी को ग्राहक से कर वसूल कर षासन के खाते में जमा करना था। इस प्रकार यह एक प्रकार का अप्रत्यक्ष कर था। कम शिक्षित व्यापारी वर्ग कानून की पेचीदगियाॅ न समझ पाने के कारण अपने को परेशानियों से घिरा पाने लगा।

ऐसी परिस्थितियों में, इस अधिनियम के अन्तर्गत कार्य के सुचारू रूप से संचालन तथा व्यापारी वर्ग को अधिकारी गणों के उत्पीड़न से रोकने हेतु अधिवक्ताओं ने पदार्पण किया। जिला पूर्ति कार्यालय महात्मा गांधी मार्ग पर स्थित था, उसके भवन में ही बिक्री कर कार्यालय प्रारम्भ किया गया। प्रारम्म्भ में केवल एक बिक्री कर अधिकारी से विभाग प्रारम्भ हुआ। षीघ्र ही यह कार्यालय तिलोई हाऊस में चला गया। तिलोई हाऊस में ही विभाग का विस्तार हुआ एवं जज (अपील) व जज (रिविजन) का कार्यालय भी प्रारम्भ हुआ। तत्पष्चात् बिक्री कर कार्यालय बाला कदर रोड, जहां पर वर्तमान में बाॅट व माप कार्यालय है, वहां गया।

यहां से गोलागंज स्थित जस्टिस बेग की कोठी में आ गया। अब तक आते-आते विभाग का विस्तार होने लगा था। अधिकारी व कर्मचारियों की संख्या बढ़ने लगी थी, तद्नुसार अपील व जज रिविजन का कार्य भी बढ़ने लगा था। अतः अब सभी कार्यालय एक भवन में आने कठिन हो गये थे। इसीलिये गोलागंज से कार्यालय नदवा भवन, स्काई लार्क भवन व कई अन्य इलाकों व भवनों में स्थानान्तरित हो गये। इसी प्रकार आयुक्त का कार्यालय, जज (अपील) व जज (अपील) व जज (रिविजन) बटलर पैलेस में आ गया।
